A campaign is one campaign object in your Google Ads account. Search, Performance Max, Shopping, Display, Demand Gen, Remarketing, and YouTube campaigns each count as one. No weighting by type.

A campaign counts toward your tier if it was enabled at any point during the billing month - the same definition on every surface.
